At the Sept. 22 AHRB meeting there will be a discussion of the process by which property owners can designate a property or area as a historic district, and what that designation will entail.

Please come to tonight's meeting (Monday, Sept. 22 at 8:00) if you'd like to hear a preliminary discussion of how we should go about designating historic districts in Dobbs Ferry. Doing this on the local level is considered one of the most effective ways to preserve a town's character and history. Irvington did a great job of this by involving the entire community and working closely with the New York State Office of Parks, Recreation and Historic Preservation and the State Historic Preservation Office (SHPO). Can they serve as a model for our own preservation efforts?

The AHRB was very receptive to this idea. Here's my follow-up email: To the members of the AHRB, Thank you for listening to my presentation last Monday about my wish to create a historic district on Belden Avenue. It was great to see your enthusiasm for the project, and to know there might be some momentum for getting this going in Dobbs Ferry. You can download the presentation here: www.dropbox.com/s/c2gns129xnejbc8/AHRB_presentation.pptx?dl=0I’ve since been in touch with Lorraine Weiss, Historic Preservation Planner with the NYS Division for Historic Preservation, who provided some resources to help us start thinking about how to go about this. The most helpful document at this stage might be the attached article, “How to Establish a Local Historic District.” This article includes some great case histories, and outlines some of the pitfalls of rushing into the process. One of the first steps they recommend is forming a “broad-based task force or study committee comprising individuals from every walk of life.” I would agree that this would be helpful in garnering public support for the effort and splitting up some of the tasks. Unfortunately, while I’m happy to be a part of such a task force, I have neither the time nor the expertise to spearhead it. I wonder if the Dobbs Ferry Historical Society would be willing to take this on...or the AHRB itself? Any thoughts you have would be appreciated. Ms. Weiss also sent documents about conducting a historic property survey, and information about a grant we could apply for in order to hire a consultant. I can forward those things whenever you’re ready. You might also want to check out these links, which I included in my original presentation: • Irvington web site – Historic District Committee: www.irvingtonny.gov/index.aspx?NID=313(Please note that while Irvington did get their district listed on the National Register for Historic Places, we don’t need to go that far. For now we can limit ourselves to creating local historic districts.) • Irvington Historic District Facebook page: www.facebook.com/IrvingtonHistoricDistrict/notes• New York State Historic Preservation Office: nysparks.com/shpo/Thanks again for your time and interest.

Well this is interesting. The AHRB never received my follow-up message because instead of forwarding it to them, Liz Dreaper "forwarded it to the village attorney and village administrator for review." I asked her why she did this but she hasn't responded. Since then, I've obtained the email addresses of the AHRB members and sent it to them directly.
